BACKGROUND:

The Public Works Department has been working with the Las Colinas community to address the residents’ concerns about excessive speeds, truck traffic, and traffic cutting through the northern part of the City along the Casa Grande Drive Corridor between                                                                                                                                                 Alder Avenue and the roadway terminus at Mango Avenue in this residential neighborhood.  The proposed project is consistent with guiding principles of comprehensive Neighborhood Traffic Management practices, which uses physical design to improve safety for motorists, pedestrians and cyclists.  Numerous community meetings were held at the Fire Station located on Alder Avenue at Sunrise Drive to brainstorm traffic calming possibilities and discuss the neighborhood concerns regarding speeding and truck intrusions into the neighborhood.  City staff worked closely with the consultant hired by Target Management to develop a number of potential traffic control measures that could be implemented along Casa Grande Drive.  City Staff reviewed the traffic operation along the roadway segments and adjacent streets and recommended the traffic calming plan based on the following conclusions:

 

1.                     Target employees vehicles were observed intruding into the neighborhood.

2.                     Vehicles were observed exceeding the posted speed limit.

3.                     Lost truck delivery drivers were found using Casa Grande Drive for deliveries.

 

This project includes striping modifications with construction of raised intersection diverters on Casa Grande Drive between Alder Avenue and Mango Avenue to address excessive speeds and prevent cut-through traffic into the adjacent residential community.  The goal of the project is to improve safety and mobility for the residents of the community.  This stretch of Casa Grande Drive between Alder Avenue and the roadway terminus at Mango Avenue is classified as a secondary arterial, the roadway carries a traffic volume in excess of 1,947 vehicles per day (15% trucks), average vehicles speeds is 56 MPH .

 

ANALYSIS/DISCUSSION:

On August 15, 2019 the Public Works Department prepared and released a Request for Bids (RFB) #20-002 to solicit proposals from contractors for the construction of the Traffic Calming Plan.  The City advertised the RFB on Planetbids.com.

 

On September 12, 2019, the Public Works Department received one (1) bid in response to the RFB from the following firm:

 

1.                     Chrisp Company-Fremont, CA

 

The bid was evaluated by the Public Works staff considering certain criteria, which included, firm qualifications, cost proposal, and qualifications.  Based on the above vendor’s qualifications, staff propose selecting Chrisp Company, Inc. to perform the services for the Construction of the Traffic Calming Plan.  A copy of the Bid Abstract and Tabulation are Included as Attachments 1 & 2.

The engineer estimate for the project is $122,000. Even with one bidder, the bid was below the engineer’s estimate. Staff contacted Chrisp’s other municipal clients, including the City of Alameda, the City of Dublin and the City of Morgan Hill to check provided references for comparable services. The references highly recommended the firm indicating that they provided excellent services, that they tailored the services to meet the agency’s needs, and that they delivered contract obligations on schedule.  A copy of the Contract Service Agreement is included as Attachment 3.

 

ENVIRONMENTAL IMPACT:

Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act (CEQA).  The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA.  In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared categorically exempt from the requirement for the preparation of environmental documents.  In accordance with Section 15301 “Existing Facilities,” Class 1 projects consist of the maintenance of existing highways and streets; as a traffic signal installation project, the Project is considered categorically exempt from CEQA.  A Notice of Exemption will be filed pursuant to CEQA.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

The City of Rialto has also outlined key Goals and Objectives through which the City looks to minimize congestion on the local road network, create opportunities and incentives for people to avoid use of their cars for short trips, maintain a circulation system that supports local businesses’ needs.  These efforts will contribute to reductions in greenhouse gas emissions pursuant to State mandates.

 

Goal 4-2:                      Protect residential neighborhood from through traffic impacts.

 

Goal 4-2.2:                     Discourage non-local traffic from using neighborhood streets.

Licensing

Prior to execution of the Construction Contract, the vendor shall submit a business license application and pay a Business License tax at the rate of $154, as well as Administration and State fees.

 

RECOMMENDATION:

Staff Recommends that the City Council Award a Contract Services Agreement to Chrisp Company in the amount of $102,500 for the Construction of the Casa Grande Drive Traffic Calming Plan, City Project No 190809.
