BACKGROUND:

The pedestrian and bikeway facilities are inadequate within the Etiwanda Corridor which is located on Etiwanda Avenue between Maple Avenue and Pepper Avenue and along the adjacent roadway segments.  There are seven (7) elementary schools, one (1) middle school and a high school within the Etiwanda Corridor.  On July 11, 2017, City Council accepted an Active Transportation Program Cycle 2 Grant of $629,098, and a Transportation Development Act Article 3 Grant in the amount of $136,021 to improve the Etiwanda Corridor and make it  fully accessible to pedestrians and bikes by the upgrades recommended in the grant application.

 

The proposed improvements will connect to community destinations where an increase in active transportation modes can be realized.  The installation of Class II Bike Lanes and Class III Bike Routes along the primary east-west and north-south roadways will greatly enable and improve the bicycle facility connections between the Etiwanda Corridor area and the neighboring communities.  The proposed bicycle facilities are all included in San Bernardino County Transportation Authority’s (SBCTA) San Bernardino County Non-Motorized Transportation Plan and supports several goals and policies listed within the plan.

 

The following are the project locations and lists of Improvements:

 

a)                     Install Class II and Class III Bike Lanes

1.                     Baseline Road from Maple Avenue to Pepper Avenue

2.                     Pepper Avenue from Baseline Road to Foothill Boulevard

3.                     Etiwanda Avenue from Maple Avenue to Pepper Avenue

4.                     Riverside Avenue from Baseline Road to Foothill Boulevard

5.                     Maple Avenue from Baseline Road to Foothill Boulevard

b)                     Upgrade substandard and missing curb ramps to be ADA compliant

1.                     60 curb ramps along Etiwanda Avenue between Maple Avenue and Pepper Avenue

c)                     Construct curb, gutter and sidewalk

1.                     Spruce Avenue from Foothill Boulevard to Grove Street

2.                     Southwest Corner of Grove Street at Spruce Avenue

d)                     Upgrade Traffic signals at the following locations:

1.                     Riverside Avenue and Etiwanda Avenue

2.                     Cactus Avenue and Etiwanda Avenue

 

ANALYSIS/DISCUSSION:

Construction Award:

On August 19, 2019 the City released RFB No. 20-004 for the Construction of Etiwanda Corridor Improvement Project and posted it on PlanetBids.com.  On Sept 19, 2019, the City received nine (9) bids.  Public Works staff evaluated the bids, considering firm qualifications and costs.  Staff recommends awarding the contract to the lowest responsible bidder, Vido Samarzich, Inc., to construct the Etiwanda Corridor Street Improvements.  The Bid Abstract and Bid Tabulation are included as Attachments 1 and 2.  The Construction Contract. is included as Attachment 3.

 

 

Table 1 below summarizes the bid abstracts received from interested bidders.

During the three (3) plus week advertisement period, bidders submitted questions requesting clarification or qualification of the project, and all questions were addressed via the two (2) Addenda posted on PlanetBids.com.

 

Following the bid opening, Public Works staff independently reviewed each bid for completeness of required information, individual work item amounts and base bid totals.  The three (3) lowest bids were further evaluated, checking bid computations, prime and subcontractor licenses, Department of Industrial Relations (DIR) registration, presence or absence of State actions against prime or subcontractors, insurance coverage, previous project references, and other items.  At the bid opening, Western Construction Specialists erroneously recorded their bid at $1,096,343.00, but during the bid evaluation the tabulated actual bid amount was corrected to be in the amount of $1,123,103.00.

 

After a detailed review of the bids, Vido Samarzich, Inc. was determined to be the lowest responsible and responsive bidder.  The engineer’s estimated construction cost range for the project is $950k to $1.1M.  As noted, staff reviewed the bids, references, and contractor’s licenses, and found Vido Samarzich, Inc. to be properly licensed and qualified to construct the street improvements for the project.

 

A comprehensive background check was conducted and evaluation requests were sent to the following three agencies:

 

1.                     City of Rancho Cucamonga ADA Access Ramp Improvements- Contract amount $975,000.

2.                     City of Orange CDBG ADA Wheelchair Access Improvements-Contract Amount- $204,300.

3.                     City of Laguna Beach City Wide Curb Ramp Improvements  Contract amount- $285,000.

 

The evaluations demonstrated high ratings in categories such as Overall performance/Quality/Delivery of the project, job completed within budget, and outstanding communications between the agencies and Vido Samarzich, Inc.

 

Construction Management:

On June 11, 2019, the City Council approved the short list for construction management with six (6) firms.  Identified below are the top six (6) firms (in alphabetical order):

 

                     PPM Group, Inc.

                     Berg & Associates, Inc.

                     Willdan Engineering

                     TKE Engineering, Inc.

                     Transtech Engineering Inc.

                     Wallace and Associates

 

On September 11, 2019, staff requested, from the list of six (6) firms, to submit proposals for construction management and material testing for the project. On September 23, 2019, the City received the proposals and started the evaluation process to select the consultant to provide the construction management services.

 

Staff reviewed PPM Group’s proposal and determined they are the most qualified to provide construction management for the project based on best value considering cost, schedule, quality and scope of work. A copy of PPM proposal and fees is included as Attachment 4.

 

ENVIRONMENTAL IMPACT:

Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act (“CEQA”).  The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA.  In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared categorically exempt from the requirement for the preparation of environmental documents.  In accordance with Section 15301 “Existing Facilities,” Class 1 projects consist of the maintenance of existing highways and streets; as a traffic signal installation project, the Project is considered categorically exempt from CEQA.  A Notice of Exemption was filed pursuant to CEQA. A copy of the NOE is included as Attachment 5.

 

GENERAL PLAN CONSISTENCY:

This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the following City of Rialto General Plan Goals and Policies:

 

Goal 3-6:                     Require that all developed areas within Rialto are adequately served with essential public services and infrastructure.

Goal 3-7:                     Upgrade public infrastructure as an inducement to promote private investment.

 

Goal 4-1:                     Provide transportation improvements to reduce traffic congestion associated with regional and local trip increases.

 

Goal 4-8:                      Establish and maintain a comprehensive system of pedestrian trails and bicycle routes that provide viable connections throughout the city.

 

Policy 4-8.3:                     Connect school facilities, parks, and other activity nodes within residential neighborhoods with bicycle trails on neighborhood streets.

 

LEGAL REVIEW:

The City Attorney has reviewed and supports this staff report.

 

FINANCIAL IMPACT:

Operating Budget Impact

The new sidewalk and striping will result in additional future maintenance costs.

 

Capital Improvement Budget Impact

The project is included in the Capital Improvement budget and this proposed action will not affect the Capital Improvement Budget.

 

Table 2 below shows the project funding sources and related expenditures for the construction of Etiwanda Corridor Improvement Project, City Project No.160805.

Construction Management and Material Testing by PPM Group in the amount of $67,948.00 will be paid from State ATP Grant Fund Account No. 223-500-4427-3001-160805-16.

 

Licensing

Vido Samarizich, Inc. will submit a Business License application and pay a Business License tax at the Professional Service rate in the amount of $1,154.00; as well as Administration and State fees. PPM Group will pay $129 prior to execution of the Agreements; as well as Administration and State fees.

 

 

 

 

 

RECOMMENDATION:

Staff recommends that the City Council:

 

                     Award a construction contract to Vido Samarizich, Inc., in the amount of $1,098,036 for the Construction of the Etiwanda Corridor Improvement Project, City Project No.160805.

                     Authorize a purchase order to PPM Group in the amount of $67,948.00 for construction management and material testing for the Construction of the Etiwanda Corridor Improvement Project, City Project No.160805.
