Request City Council to Approve the Purchase of Two (2) Wanco Portable Light Towers with Tri-Star Safety Services Inc. for the Police Department, in the Amount of $18,744.62.

BACKGROUND

On September 10, 2019 City Council approved the FY 2019-2020 California Office of Traffic Safety (OTS) Selected Traffic Enforcement Grant Program (STEP) #PT20114 in the amount of $234,000.  Included in this OTS grant is an awarded amount for “Equipment” not to exceed $20,000 for the purchase of two (2) Wanco portable light towers.

 

ANALYSIS/DISCUSSION

Funds provided by the aforementioned OTS grant will be utilized to purchase two (2) Wanco portable light towers to meet the grant reporting requirements.  The two (2) Wanco portable light towers will be used at DUI checkpoints and at the scenes of investigations where illumination is necessary during low light or darkness hours. 

 

On December 10, 2019 the bid process was closed. A total of three hundred twenty-five (325) requests for proposals (RFP’s) were sent out for this project with nine (9) with the desired specifications being received by the due date.    

Pursuant to Section 2.48.110, subsections B, C, D and E of the Rialto Municipal Code, Staff recommends approval of the bid through Tri-Star Safety Services.  Tri-Star Safety Services Inc. is able to provide the required two (2) Wanco portable light towers at the lowest price. 

Prices are shown in the table below and the bid abstract is attached.

ENVIRONMENTAL IMPACT

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Quality Act (CEQA).  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

1.                     Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.

 

2.                     Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY

The City of Rialto has outlined key goals and objects relating to public safety. The purchase of this equipment is consistent with meeting these objectives.

  

Goal 3-6:  Require that all developed areas within Rialto are adequately served with essential public services and infrastructure.

 

Goal 3-6.3:  Require an increasing level of public safety infrastructure and service capability tied to population increase and increasing service demand.

 

LEGAL REVIEW

The City Attorney has reviewed and supports this staff report.

 

FINANCIAL IMPACT

Operating Budget Impact

This action has no impact on the FY2019/2020 Operating Budget.

 

Capital Improvement Budget Impact

Funding is budgeted and available in the OTS STEP Grant Capital Office/Equipment/Machinery Account No. 221-500-6984-3030 for the total purchase amount of $18,744.62 for two (2) Wanco portable light towers from Tri-Star Safety Services Inc.

 

Per Rialto Municipal Code Section:  2.48.145 a vendor disclosure form is attached.

 

Licensing

A business license is not needed from this vendor because the purchase of this equipment will be performed outside the City of Rialto.

 

RECOMMENDATION

Staff recommends that the City Council approve the purchase of two (2) Wanco portable light towers with Tri-Star Safety Services Inc. in the Amount of $18,744.62.
