Request City Council to Approve the Purchase of Twenty-Three (23) Dell Laptop XPS 13 9380 from Newport West Com. for the Police Department, in the Amount of $42,988.73.

BACKGROUND

The Rialto Police Department (RPD) currently has a minimal amount of laptops that are obsolete in technology, operating systems and programs; none of which have the ability to run Windows 10. 

 

ANALYSIS/DISCUSSION

Over the last few years, RPD IT personnel have been upgrading our desk computer fleet but have not focused on laptops.  Our CF 30 laptops are now over 12 years old and are outdated, bulky and relatively slow.  Additionally, they are difficult to use, especially in training classes where Windows 10 is becoming the norm.  We are in the process of buying programs that can only run on a Windows 10 operating system and our current existing laptops cannot be upgraded to this system.  Many POST certified classes are requiring students to bring laptops into the training environment and these laptops must be equipped with the latest operating system and the Office suite; something the police department can’t currently offer to its employees.   

 

Laptop computers are essential for deployment in supplementing the RPD’s emphasis on training.  Their potential deployment to Field Training Officers, Area Commanders, and Personnel and Training Division will reinforce this training vision. 

 

Based on extensive research, the Dell XPS 13 is considered the solidly best laptop for 2019.  It is also reasonably priced, especially for its capabilities.  Its basic specifications are current to include the utilization of the Window 10 Pro operating system.  The recommended purchase of this equipment will allow for increased efficiency and effectiveness in our normal operation and allow the Police Department to continue to move forward in providing quality customer service. 

 

On November 21, 2019 the bid process was closed. A total of two hundred seventy-one (271) requests for proposals (RFP’s) were sent out for this project with eight (8) being received by the due date.    

Pursuant to Section 2.48.110, subsections B, C, D and E of the Rialto Municipal Code, Staff recommends approval of the bid through Newport West Com.  Newport West Com. is able to provide the required twenty-three (23) Dell Laptop XPS 13 9380 computers at the lowest price.

ENVIRONMENTAL IMPACT

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Act (CEQA).  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

1.                     Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making

 

2.                     Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment

 

GENERAL PLAN CONSISTENCY

The City of Rialto has outlined key goals and objects relating to public safety. The approval of this agreement is in consistent with meeting these objectives.  

 

Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

 

LEGAL REVIEW

The City Attorney has reviewed and supports this staff report.

 

FINANCIAL IMPACT

Operating Budget Impact

Funding in the amount of $42,988.73 is available in Asset Forfeiture Account No. 219-500-6092-2021 for the purchase of Twenty-Three (23) Dell Laptop XPS 13 9380 from Newport West Computer, Inc.

 

Per Rialto Municipal Code Section: 2.48.145 a vendor disclosure form is attached.

Capital Improvement Budget Impact

This report does not impact the Capital Improvement Budget.

 

Licensing

This action does not trigger a requirement for a business license.

 

RECOMMENDATION

Staff recommends that the City Council approve purchase of twenty-three (23) Dell Laptop XPS 13 9380 from Newport West Computer, Inc. in the Amount of $42,988.73.
