Request City Council to Approve the Purchase of Sixty-Two (62) Active Shooter Vest Kits from Adamson Police Products in the Amount of $34,355.29.

BACKGROUND

The Rialto Police Department (RPD) received funding in the amount of $27,496.00 from the FY 2017 Homeland Security Grant Program to purchase safety equipment, specifically Active Shooter Vest Kits for police officers who respond to an active shooter event.  

 

ANALYSIS/DISCUSSION

At times, suspects involved in an active shooter event utilize high caliber ammunition to defeat the soft body armor of first responding law enforcement personnel.   Traditional bullet resistant vests deployed by front line personnel are not designed to stop high caliber ammunition from penetrating the vest and severely injuring the wearer.  Bulky, heavy armor, typically worn by SWAT team members are not practical, and not cost effective to deploy on non-SWAT team members.  Rapid deployment vests provide an advanced level of threat protection to vital organs which the soft body armor cannot.  This advanced level of threat protection consists of the ability to stop a multitude of rounds including and up to the 7.62mm, 147 grain full metal jacket round; a round that will easily penetrate a police officer’s soft body armor.      

 

The police department purchased sixty-two (62) Active Shooter Vest Kits by way of the FY15 Homeland Security Grant.  The FY17 Homeland Security Grant was authored to outfit the remaining sworn personnel with active shooter kits and the grant was accepted by City Council on January 23, 2018.

 

The Police Department searched various types of active shooter rapid deployment vest kits and determined active shooter vest kits that is uniform in its specifications and appearance is manufactured by Protech.  This kit includes an armor plate carrier vest, POLICE ID patches, and two multi-curve Level IV armor plates.  This kit provides our officers with the ability for rapid deployment, good mobility, and the threat protection level desired should they encounter a heavily armed suspect. Protech is the same Active Shooter Vest Kits that were purchased with funding from the FY15 Homeland Security Grant.

 

On November 21, 2019 the bid process was closed. A total of three hundred and eight (308) requests for proposals (RFP’s) were sent out for this project with eight (8) being received by the due date.  Of the eight (8) bids received, four were for the Protech brand of the Active Shooter Vest Kits and the other four (4) bids were for an alternative vest kit made by a different manufacturer. For consistency and uniformity, the Rialto Police Department has elected to request the approval of the lowest bid received for the Protech brand of Active Shooter Vest Kits.

 

Pursuant to Section 2.48.110, subsections B, C, D and E of the Rialto Municipal Code, Staff recommends approval of the bid through Adamson Police Products.  Adamson Police Products is able to provide the sixty-two (62) Active Shooter Vest Kits at the lowest price.

The City of Rialto will not take delivery of any equipment prior to final inspection and acceptance.

 

ENVIRONMENTAL IMPACT

The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Quality Act (CEQA).  A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

1)                     Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.

 

2)                     Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.

 

GENERAL PLAN CONSISTENCY

The City of Rialto has outlined key goals and objects relating to public safety. The approval of this agreement is in consistent with meeting these objectives.  

 

Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

 

LEGAL REVIEW

The City Attorney has reviewed and supports this staff report.

 

FINANCIAL IMPACT

Operating Budget Impact

Funding in the amount of $27,496.00 is available in FY17 Homeland Security Grant Account No. 247-500-6978-2021, and $6,859.29 in FY19 COPS Annual Allocation Account No. 214-500-6921-2021 for the total funding needed in the amount of $34,355.29 for the purchase of sixty-two (62) Active Shooter Vest Kits from Adamson Police Products.

 

Per Rialto Municipal Code Section: 2.48.145 a vendor disclosure form is attached.

 

Capital Improvement Budget Impact

This report does not impact the Capital Improvement Budget.

 

Licensing

This action does not trigger a requirement for a business license.

 

 

RECOMMENDATION

Staff recommends that the City Council approve the purchase of sixty-two (62) Active Shooter Vest Kits from Adamson Police Products in the Amount of $34,355.29.
