Request City Council to Approve the List of State Budget Requests for Submittal to the Office of Assemblymember Eloise Gomez Reyes.

BACKGROUND

During the Council Meeting of January 14, 2020, Prince Ogidikpe from Assemblymember Reyes district office addressed the City Council regarding City requests for funding that potentially could be accommodated as part of the State of California budgeting process.  Staff annually submits potential funding requests to Assemblymember Reyes’ office, with the last submittal occurring approximately one year ago.

 

ANALYSIS/DISCUSSION

Staff from various City departments developed a list of potential funding requests for submittal to the office of Assemblymember Reyes.  The comprehensive list of funding requests, including descriptions for each request, are attached to this item.  Below is a summary of these requests by department/function:

 

1)                     Public Safety

a)                     Firefighter Rehabilitation and Breathing Support Vehicle                                          $     190,000

Grand Total of Funding Requests                     $70,245,000

 

The City previously secured $1,705,000 in the State budget approved by Governor Brown as part of Senate Bill 840 - Budget Act of 2018.  Of that amount, $525,000 was secured exclusively to facilitate traffic signal communications planning improvements. The additional $5,000,000 funding request will enable the City to complete the upgrade of its Traffic Management Center.

 

Staff will remit the comprehensive list of funding requests as presented or as amended by the City Council to the office of Assembleymember Reyes immediately following City Council approval.

 

ENVIRONMENTAL IMPACT

The requested action does not constitute a “Project” as defined by the California Environmental Quality Act (CEQA).  Pursuant to Section 15378(a), a “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment.  According to Section 15378(b), a Project does not include:  “…(5) Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.”

Approval of this action complies with the following City of Rialto Guiding Principles, General Plan Goals and Policies:

The City Attorney has reviewed and supports this staff report.

 

FINANCIAL IMPACT

Operating Budget Impact

Submitting a list of funding requests as part of the State of California budget process is not anticipated to have any operating budget impact; however, any funding received as a result of this request may have a future impact on the operating budget.

 

Capital Improvement Budget Impact

Submitting a list of funding requests as part of the State of California budget process is not anticipated to have any capital improvement budget impact; however, any funding received as a result of this request may have a future impact on the capital improvement budget.

 

Licensing

Submitting a list of funding requests as part of the State of California budget process does not require the issuance of a business license.

 

RECOMMENDATION

Staff recommends that the City Council consider the list of State Budget requests; make any additions, deletions, or amendments; and approve for submittal to the Office of Assemblymember Eloise Gomez Reyes.
