Title
Request City Council to Approve the Purchase of a Havis Prisoner insert to be placed within a Ford Transport Van. The Van will be Outfitted by 10-08 Retrofit, Inc. for the Amount of $26,404.66.

BACKGROUND
In December 10, 2019, Council approved the purchase of a Ford Transit transport van from Fairview Ford for use by jail operations. This particular van requires a prisoner insert for the transporting of inmates in a secure and safe manner. Havis inserts are the leading provider of prisoner van inserts for Law Enforcement.
ANALYSIS/DISCUSSION
The Rialto Police Department utilizes many tools in their efforts to provide safety and security to our community. The utilization of the prisoner transport minimizes employee time making multiple trips to county jails and medical facilities, while providing a safe and secure method of transporting detainees.
Havis Prisoner Transport Inserts are built specifically to protect and assist officers while loading, transporting, and unloading prisoners. With a dedicated prisoner transport vehicle, the department will maintain patrol resources in the field and available for emergency response.
Havis Prisoner Transport Inserts are constructed to be removable and reusable, outliving the service life of most vehicles.
10-08 Retrofit Inc. has been recognized by the City as a Sole Source company due to their experience with the configuration of Rialto Police Department vehicles. By continuing to utilize 10-08 Retrofit Inc. for the outfitting of the department’s vehicle, it ensures consistency of configuration and provides increased officer safety because the vehicle will be identical to prior builds. Staff has worked with the City Purchasing Division and determined that this purchase is acceptable as specified under Rialto Municipal Code 2.48.060 - Sole Source Provision.
The City of Rialto will not take delivery of any equipment or modifications prior to final inspection and acceptance.
ENVIRONMENTAL IMPACT
The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Act (CEQA). A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:
1. Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.
2. Organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment.
GENERAL PLAN CONSISTENCY
The City of Rialto has outlined key goals and objects relating to public safety. The purchase of this equipment is consistent with meeting these objectives.
Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

FINANCIAL IMPACT
Operating Budget Impact
This report does not impact the Operating Budget.
Capital Improvement Budget Impact
Funding in the amount of $26,404.66 is available in Police Department Rolling Stock Account No. 300-500-6150-3050 for the total needed funding for the Havis Prisoner Insert from 10-08 Retrofit, Inc.
The vendor disclosure form pertaining to Rialto Municipal Code section 2.48.145 is attached.
Licensing
The Rialto Police Department’s transport van will be taken to 10-8 Retrofit, Inc., located in the City of Ontario, California, to have the Havis Prisoner Transport Insert installed. A business license is not needed from this vendor because the purchase and installation are performed outside the City of Rialto.
RECOMMENDATION
Staff recommends that the City Council approve the Purchase of a Havis Prisoner Insert for Ford Transport Van with 10-08 Retrofit, Inc. in the Amount of $26,404.66.
