Title
Request City Council to Approve the Purchase of ControLoc Evidence Lockers. The Lockers will be Purchased and Installed by McMurray-Stern for the Amount of $26,075.76.

BACKGROUND
In 2010, Council approved the purchase of Evidence Lockers from McMurray-Stern for the Rialto Police Department's Property and Evidence Annex. McMurray-Stern has since introduced "ControLoc" Evidence Lockers, which now offers advanced technology features to more efficiently secure, inventory evidence and aesthetically match existing evidence lockers. McMurray-Stern is the leading provider of evidence lockers for law enforcement agencies.

ANALYSIS/DISCUSSION
ControLoc Evidence Lockers will allow for the police department to continue maintaining evidence "Chain of Custody," while enhancing tracking capabilities and easing the transfer of items between field personnel and property and evidence technicians. By adding the ControlLoc Evidence Lockers as the primary storage modular the collection, processing and logging of property and evidence will be completed more efficiently.
The ControLoc Evidence Lockers have technology allowing police departments to control and review access for individual lockers in real time. It also allows for authorized personnel to track and document the entry of those who access the lockers with a date and time stamp. Access to these ControLoc Locker can either be by numeric keypad or access card, which both provide a high level of security and evidentiary accountability. Several other features include; remote monitoring of the entire system, on-demand activity report generation, automatic door locking, and the system operates on a Windows-based software platform. The purchase will include delivery, installation, on-site setup and training for personnel assigned to Property and Evidence.
