Request City Council to Accept the Metrolink Parking Lot Expansion Project Phase 2, City Project No. 170808; Authorize Filing of the Notice of Completion; and Authorize Release of Retention to PALP, Inc. (DBA Excel Paving Company)

BACKGROUND

On December 12, 2017, the City Council approved a Purchase and Sale Agreement to convey 0.97 acres of Rialto Housing Authority property to the City of Rialto for the proposed Phase 2 Metrolink Parking Lot Expansion for a total cost of $359,000, and authorized the release of Request for Bid for the Metrolink Parking Lot Expansion Project Phase 2, City Project No. 170808.

 

On November 27, 2018, the City Council awarded a construction contract to PALP, Inc. (DBA Excel Paving Company) in the amount of $1,078,852.95 for the Metrolink Parking Lot Expansion Project Phase 2, City Project No. 170808; authorized issuance of a purchase order to Wallace & Associates in the amount of $142,122 for on-call construction management and inspection services; and authorized the City Manager to approve contract changes in the not-to-exceed amount of $54,000.

 

ANALYSIS/DISCUSSION

On February 21, 2020, the Contractor satisfactorily completed the Metrolink Parking Lot Expansion Project Phase 2.  The project increased parking lot capacity at the Metrolink Station parking lot by 100 parking spaces.  Staff conducted a final inspection and found the work to comply with the plans, specifications, and standards of the City of Rialto.  Upon acceptance by City Council, staff will file a Notice of Completion for recordation at the County Recorder’s office.  A copy of the Notice of Completion is included as Attachment 1.

 

Table 1 below summarizes the total construction costs for the project.

ENVIRONMENTAL IMPACT

In accordance with the California Environmental Quality Act (CEQA), City Staff prepared a Mitigated Negative Declaration and Notice of Determination for the Project.  The Notice of Determination is included as Attachment 3.

 

GENERAL PLAN CONSISTENCY

This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the City of Rialto General Plan Goal and Policies:

 

Goal 4-7:                     Achieve optimum use of regional rail transit.

 

Policy 4-7.1:                     Support Metrolink regional rail services, and work with the Southern California Regional Rail Authority to expand services.

 

Policy 4-7.2:                     Achieve better integration of all transit and multimodal options at the Rialto Metrolink Station.

 

Policy 4-7.3:                     Promote activity centers and transit-oriented development projects around the Rialto Metrolink Station and Downtown.

The City Attorney has reviewed and supports this staff report.

FINANCIAL IMPACT

Operating Budget Impact

The estimated annual cost for landscape maintenance and trash clean-up for the expanded parking lot area is $10,740.

 

Capital Improvement Budget Impact

The project budget, incurred expenditures, and other associated costs are identified in Table 2.  Any excess or unused funds will be re-appropriated and re-purposed by the respective agencies providing the grant.  SBCTA requires that the City invoice for all reimbursement costs prior to June 30, 2020.

The City is holding retention of $54,372.69 for PALP, Inc. (DBA Excel Paving Company), pending acceptance of the improvements and filing of the Notice of Completion with the County Recorder’s office.

 

The project included construction of a new parking lot area; therefore, the Finance Department will add the value of this project to the City’s fixed asset system in compliance with the Government Accounting Standard Board (GASB) 34 Standards for Financial Reporting of Infrastructure Assets.  The GASB 34 worksheet is included as Attachment 4.

 

Licensing

The proposed action will not require payment of a business license tax.

 

RECOMMENDATION

Staff recommends that the City Council:

 

                     Accept the Metrolink Parking Lot Expansion Project Phase 2, City Project No. 170808;

                     Authorize the Public Works Director to file the Notice of Completion with the County Recorder’s Office; and

                     Authorize release of retention to PALP, Inc. (DBA Excel Paving Company)
