Request City Council to Approve the Purchase of Six (6) Hewlett Packard (HP) Network Switches Consisting of: Two (2) HP Aruba Transceiver Modules, Two (2) HP Aruba Managed Ports, Eight (8) HP Power Supplied, Six (6) HP Expansion Modules, Two (2) HP Expansion Modules, and Four (4) HP Aruba 44 Port Switches from Charity IT in the Amount of $34,458.45.

BACKGROUND
The Police Department relies heavily on computer systems to facilitate everyday operations. The heart of those systems is the internal computer network which allows department computers to send and receive information both internally and externally via the Internet. Faster, more efficient switches are required to complete critical program upgrades associated with police department operations. The existing core switch gear for the network has reached the end of its life.
ANALYSIS/DISCUSSION
Hewlett Packard Aruba and Cisco Catalyst switches are the top switch hardware choices for the government and business networks. While very similar in function and dependability, the Hewlett Packard Aruba switches are a better fiscal choice due to their lower cost and limited lifetime warranty.
Core switch hardware is the center of any government or business network. Network limits are directly affected by the number of ports on the switch, the volume of data throughout the switch is able to handle and speed at which it operates. The proposed Hewlett Packard Aruba switch hardware would improve the police department’s network speed and allow for expansion of the computer network based on need.
On December 5, 2019 the bid process for the Hewlett Packard Aruba switches closed. A total of five hundred twenty-five (525) requests for proposals were sent out for this project with eleven (11) being received by the due date.
Pursuant to Section 2.48.110, subsections B, C, D and E of the Rialto Municipal Code, Staff recommends approval of the bid through Charity IT. Charity IT is able to provide the required switch hardware at the lowest price. The bid abstract is attached as Exhibit A.
ENVIRONMENTAL IMPACT
The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Quality Act (CEQA). A “Project” means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:
1) Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making
2) Organizational or administrative activities of governments that will not result in direct or in direct physical changes in the environment.
GENERAL PLAN CONSISTENCY
The City of Rialto has outlined key goals and objects relating to public safety. The purchase of this equipment is consistent with meeting these objectives.
Goal 5-8: Provide effective and comprehensive policing services that meet the safety needs of Rialto.

FINANCIAL IMPACT
Operating Budget Impact
This report does not impact the department’s operating budget.
Capital Improvement Budget Impact
Budget is available in IT Administration Capital Account No. 300-500-6151-3030 for six (6) Hewlett Packard Aruba switches from Charity IT, for the purchase amount of $34,458.45.
Per Rialto Municipal Code Section: 2.48.145 a vendor disclosure form is attached.
Licensing
The action does not trigger a requirement for a business license.
RECOMMENDATION
Staff recommends that the City Council approve the purchase of six (6) Hewlett Packard Aruba network switches, consisting of HP Aruba transceiver modules, HP Aruba managed ports, HP power supplied, HP expansion modules, HP expansion modules, and HP Aruba 44 port switches from Charity IT in the Amount of $34,458.45.
