Request City Council to (1) Accept the Etiwanda Corridor Improvement Project, City Project No. 160805; (2) Authorize Filing of the Notice of Completion; and (3) Authorize Release of Retention to Vido Samarzich, Inc.

BACKGROUND

On August 13, 2019, the City Council authorized release of Request for Bid No. 20-002 for the Etiwanda Corridor Improvements Project, City Project No. 160805.  On October 22, 2019, the City Council awarded a construction contract to Vido Samarzich, Inc. in the amount of $1,098,036 for the Etiwanda Corridor Improvements Project, City Project No. 160805.

 

This project has several funding sources which include the Cycle 2 Active Transportation Program Grant from the State, Transportation Development Act Article 3 Grant from San Bernardino County Transportation Authority, a grant from the Mobile Source Air Pollution Reduction Review Committee established under Assembly Bill 2766 and managed through the South Coast Air Quality Management District, and funds from Measure I.

 

ANALYSIS/DISCUSSION

On November 09, 2020, Vido Samarzich, Inc. satisfactorily completed the Etiwanda Corridor Improvements Project.  The project provided for improvements to pedestrian and bicycle facilities along the corridor which includes Etiwanda Avenue, Baseline Road, Maple Avenue, Pepper Avenue, and Spruce Avenue.  Work items included road striping, signage, curb ramp upgrades and minor traffic signal modifications.  Staff conducted a final inspection and found the work to comply with the plans, specifications, and standards of the City of Rialto.  Upon acceptance by City Council, staff will file a Notice of Completion for recordation at the County Recorder’s office.  A copy of the Notice of Completion is included as Attachment 1.

 

The Construction Contract awarded for the Etiwanda Corridor project was for $1,098,036. All construction work for the project was completed within the original Construction timeline and budget.  The City is holding retention of $54,494.02 for Vido Samarzich, Inc., pending acceptance of the improvements and filing of the Notice of Completion with the County Recorder’s office.

 

 

 

 

Table 1 below summarizes the total construction costs for the project.

 

 

ENVIRONMENTAL IMPACT

Section 21084 of the California Public Resources Code requires that the guidelines for implementation of the California Environmental Quality Act (CEQA) include a list of classes of projects that have been determined not to have a significant effect on the environment and which shall, therefore, be exempt from the provisions of CEQA.  In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared categorically exempt from the requirement for the preparation of environmental documents.  In accordance with 14 CCR Section 15301 “Existing Facilities”, Class 1 projects consist of the repair, maintenance, or minor alteration of existing highways and streets, sidewalks, gutters, and similar facilities.  As minor alteration of existing public facilities, the Etiwanda, Corridor Improvement Project, City Project No. CB160805 is considered categorically exempt from CEQA.  Staff has prepared and filed a Notice of Exemption for the project, which is included as Attachment 3.

 

GENERAL PLAN CONSISTENCY

This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the City of Rialto General Plan Goal and Policies:

 

Goal 3-6:                     Require that all developed areas within Rialto are adequately served with essential public services and infrastructure.

 

Goal 3-7:                     Upgrade public infrastructure as an inducement to promote private investment.

 

Goal 4-1:                     Provide transportation improvements to reduce traffic congestion associated with regional and local trip increases.

 

Goal 4-8:                      Establish and maintain a comprehensive system of pedestrian trails and bicycle routes that provide viable connections throughout the city.

 

Policy 4-8.3:                     Connect school facilities, parks, and other activity nodes within residential neighborhoods with bicycle trails on neighborhood streets.

 

LEGAL REVIEW:

The City Attorney has reviewed and supports this staff report and Notice of Completion.

 

FINANCIAL IMPACT:

Operating Budget Impact

New sidewalk, curb ramps, signage and striping will result in additional future maintenance costs and will be absorbed as part of the annual operating costs.

 

Capital Improvement Budget Impact

The project budget, incurred expenditures, and other associated costs are identified in Table 2.

The project included construction of new street signs and striping; therefore, the Finance Department will add the value of the street signs to the City’s fixed asset system in compliance with the Government Accounting Standard Board (GASB) 34 Standards for Financial Reporting of Infrastructure Assets.  The GASB 34 worksheet is included as Attachment 4.

 

Licensing

The proposed action does not require payment of a business license tax.

 

RECOMMENDATION:

Staff recommends that the City Council:

 

                     Accept the Etiwanda Corridor Improvement Project; City Project No. 160805.

                     Authorize the Interim City Engineer to file the Notice of Completion with the County Recorder’s Office.

                     Authorize release of retention, in the amount of $54,494.02, to Vido Samarzich, Inc., 35-days after filing the Notice of Completion.
