BACKGROUND
In accordance with California Government Code Section 40605, the Mayor appoints Council Members to serve on external and internal committees and the appointments are confirmed by the City Council.
ANALYSIS/DISCUSSION
Historically, the Mayor consults with the Council Members to determine their interest in serving on various committees and makes the recommendations for appointments. The City Council confirms the Mayor’s appointments. The City Clerk’s Office will notify the committees/organizations of the appointments.
ENVIRONMENTAL IMPACT
The proposed action is not defined as a “project” within the meaning of Section 15378 of the California Environmental Quality Act Guidelines. The proposed action is a fiscal, administrative and organizational activity of a governmental entity and will not result in a potentially significant environmental impact.
GENERAL PLAN CONSISTENCY
This action is consistent with Guiding Principle 3A in the General Plan:
Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

Appointments to committees will have no financial impact.
RECOMMENDATION
Staff recommends that the City Council confirm the Mayor’s appointments of Council Members to internal and external committees, and for the City Clerk’s Office to send out the notification letters.
