Request City Council to Approve an Increase to the Annual Purchase Order No. 2021-0487 with Galls, LLC for Fiscal Year 2020/21, in an Additional Amount of $19,750 for Uniforms and Safety Equipment Through June 2021 for a Total Purchase Order Amount of $49,750.

BACKGROUND
The Police Department currently uses Galls, LLC for the outfitting of new personnel with uniforms including ballistic vests and safety equipment.

ANALYSIS/DISCUSSION
Council previously increased Purchase Order (PO) No. 2021-0487 for FY2020/21, to the amount of $30,000 for Galls, LLC. It is anticipated that the department will exceed the initial PO amount due to an increase in usage. The increase is primarily related to the purchase of ballistic vests. Recently, the department paid for 5 recruits in the police academy who are in need of necessary police equipment, including uniforms and vests. Additionally, the department is anticipating hiring lateral police officers and sending up to 7 recruits to the July basic academy.
Therefore, the department is requesting an increase to the PO in the amount of $19,750 for a total PO amount of $49,750 for purchases throughout the remainder of this fiscal year.

ENVIRONMENTAL IMPACT
The proposed action does not meet the definition of a project as defined by Section 15378 California Environmental Quality Act (CEQA). A "Project" means the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and excludes the following:

1) Continuing administrative or maintenance activities, such as purchases for supplies, personnel-related actions, general policy and procedure making.
