Request City Council to Authorize the Release of Bids for the Rialto Cemetery Rehabilitation Project, City Project No. 210209.

BACKGROUND

The existing facility drive aisles at the Rialto City Cemetery have outlived the asphalt design expectancy and are in need of rehabilitation.  Included in the deficiencies are areas where ponding occurs further eroding the existing pavement and flooding the easterly boundary of adjacent Bender Park.  The project will rehabilitate the pavement using current design criteria to support vehicular traffic loads; install new asphalt rolled berm/curbs and identify new drainage and irrigation improvements.

 

The cemetery is a City owned and operated facility supporting local residents and their families performing new burial services and maintaining the existing grounds.  With operating hours to coincide with City office hours, the cemetery welcomes the public during all hours with an ungated entry from Willow Avenue.  Property frontage sidewalk improvements will improve pedestrian safety by providing an Americans with Disabilities Act (ADA) compliant sidewalk to the cemetery facility.  The newly paved roads, upgraded curbing, and drainage/irrigation upgrades will provide a stable pavement surface free of standing water nuisance for visitors to move around the grounds.

 

On August 11, 2020, the City Council adopted the Fiscal Year 2020/2021 Budget and Capital Improvement Project List which included the Pavement Maintenance Program for the Rialto Cemetery Rehabilitation Project.

 

ANALYSIS/DISCUSSION

TKE Engineering INC. is currently providing services related to the design of paving rehabilitation, repair and/or replacement of rolled concrete berms, irrigation line repair, on-site drainage facilities, and off-site sidewalk along the Willow Avenue frontage. In addition, TKE is proceeding with the design of the improvements to support City efforts to advertise and construct the improvements as soon as possible.  The design contract by TKE Engineering also included constructability assessment of previously designed and approved on-site irrigation plans to replace the grave site landscape areas as an alternate construction bid item.

 

The anticipated Construction Project will consist of the following:

 

                     Construction of pavement rehabilitation, repair and/or replacement of rolled concrete berms, irrigation line repair, on-site drainage facilities, and off-site sidewalk.  *Primary Bid Item

                     Construction of irrigation system for grave-site landscape areas          *Alternate Bid Item

 

For reference, copies of the plans are included as Attachments 1 & 2.

To more efficiently secure bids, expedite the overall project, and cost effectively conduct the work, staff recommends that the City Council approve bidding the primary improvements consisting of pavement rehabilitation, addressing drainage deficiencies, and constructing off-site sidewalks with an alternate bid item to construct an irrigation system for grave-site landscaping.  This approach will successfully begin construction of the City Project to rehabilitate the pavement and obtain bid pricing to complete overall irrigation system upgrades.

 

The tentative timeline for the award is as follows:

Anticipate Release of Bids to be Issued                      May 2021

Anticipate Award by City Council                      June/July 2021

Anticipate Start of Construction                     August 2021

Anticipate Construction Completion                     December 2021

 

ENVIRONMENTAL IMPACT

Section 21084 of the California Public Resources Code requires that the guidelines for implementation of the California Environmental quality (CEQA) include a list of classes of projects that have been determined not to have a significant effect on the environment and which shall, therefore, be exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have significant effect on the environment and are declared categorically exempt from the requirement for the preparation of environmental documents. In accordance with 14 CCR Section 15301 “Existing Facilities”, Class 1 projects consist of the repair, maintenance, or minor alteration of existing structures and facilities’ therefore, the reconstruction of existing pavement and sidewalk, City Project No. 210209 is considered categorically exempt from CEQA. Staff has prepared and will file a Notice of Exemption for the project, included as Attachment 2.

 

GENERAL PLAN CONSISTENCY

This action is consistent with Guiding Principle 3A in the General Plan:

 

Our City government will lead by example, and will operate in an open, transparent, and responsive manner that meets the needs of the citizens and is a good place to do business.

 

Approval of this action also complies with the following City of Rialto General Plan Goals and Policies:

 

Goal 3-6:                     Require that all developed areas within Rialto are adequately served with essential public services and infrastructure.

The City Attorney has reviewed and supports this staff report.

 

FINANCIAL IMPACT

Operating Budget Impact:

The proposed action will not affect the Operating Budget.

 

Capital Improvement Budget Impact:

The project is included in the Capital Improvement Budget.  Funds in the amount of $643,448 for the Rialto Cemetery Rehabilitation Project, City Project No. 210209, are budgeted and available in the Capital Projects Fund, Account No. 300-500-7302-3001-210209.

 

RECOMMENDATION

Staff recommends that the City Council to Authorize the Release of Bids for the Rialto Cemetery Rehabilitation Project, City Project No. 210209.
