For City Council Meeting [September 28, 2021]

TO:                                          Honorable Mayor and City Council

APPROVAL:                     Marcus Fuller, City Manager

FROM:                     Michael Tahan, Interim Public Works Director

Title

Request City Council to Authorize the Release of Request for Bid No. 22-004 for the CDBG Curb, Gutter, and Sidewalk Improvement Project, City Project No. CB2201.

Body

BACKGROUND

The Public Works Department maintains a list of deteriorated and damaged concrete surface infrastructure throughout the City.  Items listed include curbs, gutters, sidewalks, cross-gutters, curb ramps, and driveway approaches.  Additionally, the list includes locations with missing or substandard curb ramps.  The City periodically updates the list based upon staff initiated surveys of damaged facilities and reports from the community.

ANALYSIS/DISCUSSION

The 2021/22 fiscal year budget appropriated $121,435 from the Community Development Block Grant Fund for the CDBG Curb, Gutter, and Sidewalk Improvement Project.  Based on this funding, staff compiled a list of locations with damaged concrete improvements, including missing or substandard curb ramps located within CDBG eligible neighborhoods.  The CDBG project construction list & location map are included below and as Attachment 1

ENVIRONMENTAL IMPACT

Section 21084 of the California Public Resources Code requires that the guidelines for implementation of the California Environmental Quality Act (CEQA) include a list of classes of projects that have been determined not to have a significant effect on the environment and which shall, therefore, be exempt from the provisions of CEQA.  In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment and are declared categorically exempt from the requirement for the preparation of environmental documents.  In accordance with 14 CCR Section 15301 “Existing Facilities,” Class 1 projects consist of the repair, maintenance, or minor alteration of existing structures or facilities; therefore, the CDBG Curb, Gutter, and Sidewalk Project, City Project No. CB2201 is considered categorically exempt from CEQA.  Staff has prepared and will file a Notice of Exemption for the project, included as Attachment 2.  NEPA documentation will also be filed accordingly.
