BACKGROUND

In May 2020, the City Council approved the City’s Five-Year 2020-2024 Consolidated Plan.  A One-Year Action Plan and Consolidated Annual Performance and Evaluation Report (CAPER) are required for each fiscal year within the Five-Year 2020-2024 Consolidated Plan period.  The Consolidated Plan is a planning document that contains an assessment of the housing and community development needs of the community and a five-year strategy.

 

As required by the United States Department of Housing and Urban Development (HUD), the City of Rialto is required to prepare the CAPER and provide for public review and comment prior to its submittal to HUD.  The CAPER contains an assessment of the City’s performance in meeting Fiscal Year 2020-2021 housing and community development goals as outlined in the corresponding One-Year Action Plan.  Additionally, the CAPER discusses its progress in meeting the five-year goals as outlined in the 2020-2024 Consolidated Plan.  And finally, the CAPER discusses changes the City anticipates making in the upcoming year as a result of the assessment of FY 2020-2021 annual performance.

 

A copy of the CAPER is included as Attachment 1.

 

ANALYSIS/DISCUSSION

The CAPER for the Fiscal Year ending June 30, 2021, provides a detailed description of how the City of Rialto has expended its federal Community Development Block Grant (CDBG) funds, along with local funding, in addressing established Community Development and Housing priority needs as outlined in the City’s 2020-2021 One-Year Action plan.  During Fiscal Year 2020-2021, the first year of the 2020-2024 Consolidated Plan, the City received $1,214,285 in CDBG funding. 

 

HUD regulations require that citizens have an opportunity to review the CAPER which measures the City's performance in relation to anticipated goals as set forth in the 2020-2021 One-Year Action Plan.  The City is required to prepare and provide the CAPER for public review prior to the City Council’s consideration and approval of the CAPER at a public hearing. 

 

The CAPER shows that FY 2020-2021 funds were spent in accordance with the allocations made in the approved Consolidated Plan and One Year-Action Plan.  The availability for public review and comment on the draft FY 2020-2021 CAPER was advertised as required by the HUD regulations, and was made available to the public for review and comment for a 15-day period. 

 

The table below provides a summary of the five-year and one-year accomplishments for the period ending June 30, 2021, arranged by each of the Strategic Plan Goals included in the 2020-2024 Strategic Plan of the Consolidated Plan.

The request is not a Project as defined by Section 15378 of the California Environmental Quality Act (CEQA).

RECOMMENDATION

Staff recommends that the City Council:

1.                     Open the public hearing and solicit public comments;

2.                     Consider and approve the City’s 2020-2021 Consolidated Annual Performance and Evaluation Report (CAPER) and authorize submittal to HUD.
