BACKGROUND
On June 23, 2020, City Council authorized the submittal of a Local Early Action Planning (LEAP) grant application to the California Department of Housing and Community Development (HCD) in the amount of $500,000. The City Council also authorized the City Manager to enter into a Standard Agreement with HCD for the acceptance and use of the grant funding. On April 1, 2021, Sean Grayson, in the capacity of Acting City Manager, entered into a Standard Agreement with HCD.
ANALYSIS/DISCUSSION
The LEAP grant is intended for the following activities:
1. Completion of 2014-2021 Four Year (Mid-Cycle) Housing Element Update Program commitments and
2. Preparation of an update to the General Plan, Zoning Code, and Specific Plans (as necessary) to ensure consistency with the 6th Cycle Housing Element.
ENVIRONMENTAL IMPACT
Pursuant to Section 15378 of the California Environmental Quality Act (CEQA), a "Project" means the whole of an action, which has a potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Amending a budget is an administrative function in accordance with the Rialto Municipal Code and is not a project as defined by CEQA.
GENERAL PLAN CONSISTENCY
The Housing, Land Use, Safety, and Environmental Justice Elements and their implementation are required components of the General Plan.
