Title
Request the CDBG Ad-Hoc Committee to (1) Receive an overview on the process of the Notice of Fund Availability and (2) Provide a Recommendation to continue with current process.

Body BACKGROUND

The City of Rialto is an entitlement community and is expected to receive Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) for Fiscal Year 2022-23. A maximum of fifteen percent (15%) may fund Public Service activities. Funding will be contingent on availability from HUD.

CDBG funds may be used for a variety of community development and housing activities, including public services, social services, public facility and infrastructure improvements. The City of Rialto, per its Citizen Participation Plan, will publish in the local newspaper a Notice of Fund Availability (NOFA) to notify City departments and the public that the City is inviting proposals for CDBG activities for Fiscal Year 2022-23.

ANALYSIS/DISCUSSION
The City will issue the NOFA and will accept proposals for CDBG activities for a period of up to three (3) weeks. The City will provide a Technical Assistance Workshop for those organizations interested in applying for CDBG funds.

Proposals shall be for activities designated to meet one of the City's four Strategic Plan goals included in the 2020-2024 Consolidated Plan: (1) Community Facilities and Infrastructure Improvements, (2) Public Services for Low-income residents, (3) Housing Preservation, (4) Fair Housing Services.

Once all CDBG proposals have been received and reviewed, the draft Annual Action Plan will begin to be drafted incorporating the City's proposed uses of CDBG funds.
