Lake Rialto Project Preliminary Design

BACKGROUND
The Lake Rialto Habitat Management and Community Open Space Project is a proposed project located just south of the City’s existing Wastewater Treatment Plant (WWTP). At this location, a large depression exists that can be converted into a lake by using the City’s WWTP effluent to create a wetlands environment. The wetlands environment will help maintain temperature and flow control to the Rialto Channel for the protection for the endangered species existing in the area. The proposed project will also create recreational and educational opportunities in a predominantly industrial section of the City.
ANALYSIS/DISCUSSION
Attached is a presentation to update the Water Subcommittee on the Lake Rialto project. The presentation covers several topics related to the completion of this preliminary design phase. The presentation is included as Attachment 1. This presentation focuses on the revised grading, based on the discussion at the September WSC meeting. A copy of the Lake Rialto Grading Concept Exhibit is included as Attachment 2.
The presentation also includes discussion on a conceptual overlay of the solar array, potential parking locations and the possibility of a bike and pedestrian connections to the existing Santa Ana River Trail.
RECOMMENDATION
If this proposed concept is acceptable to the City, the remaining task of this phase of the project is to update the preliminary cost estimate based on the most recent earthworks quantities, finalize Preliminary Design Report, and secure a consultant to assist the City with California Environmental Quality Act (CEQA) requirements for the project.
