Request City Council to: (1) Authorize Staff to Submit an Application for the Safe Streets and Roads for All (SS4A) Grant in the Amount of $400,000 with a Local Match Not-To-Exceed of $80,000; and (2) Authorize the City Manager to Execute all Related Documents.

BACKGROUND:
The Bipartisan Infrastructure Law (BIL) established the new Safe Streets and Roads for All (SS4A) discretionary program with $5 billion in appropriated funds over the next five (5) years. In the fiscal year 2022 (FY22), up to $1 billion is available. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.

The SS4A program supports Secretary of Transportation Pete Buttigieg's National Roadway Safety Strategy and the Department's goal of zero deaths and serious injuries on our nation's roadways.

ANALYSIS/DISCUSSION:
The SS4A program provides funding for two (2) types of grants: Action Plans (for comprehensive action plans) and Implementation Grants.

Staff is seeking authorization and proposes to apply for the Action Plan grant to develop a comprehensive safety action plan (Action Plan).

Below are examples of activities that could directly assist in the process of developing an
Action Plan by conducting outreach, data collection, analysis, and other related tasks:

* Leadership commitment and goal setting
* Planning structure through a committee
* Safety analysis of the existing conditions and historical trends
* Engagement and collaboration with the public and relevant stakeholders
* Equity considerations
* Policy and process review and changes
* Strategy and project selections that identify a comprehensive set of projects and strategies, shaped by data
* Progress and transparency methods that measure progress
