Request City Council to: (1) Award a Construction Contract to Roadway Engineering & Construction Corp, a California corporation, in the amount of $213,220 for the 1193 W Merrill Avenue Widening, City Project No. 210812; and (2) Authorize the City Manager to Execute all Documents.

BACKGROUND:
The City Council previously requested that Staff pursue completion of the widening of Merrill Avenue adjacent to the property located at 1193 W. Merrill Avenue. At the time the larger Merrill Avenue widening was designed and constructed, this limited 98 feet wide parcel was not included in the project due to lack of public right-of-way at the time. As a result, the street and sidewalk improvements adjacent to this property are incomplete as shown in the photo below.
This result should not have occurred and moving forward Staff will ensure that street widening projects include all parcels along a corridor, including those without the required right-of-way.
At City Council's direction, Staff has pursued negotiations with the property owner to acquire the needed right-of-way to complete the street widening at this location. The property owner has agreed to grant right-of-way to the City for the purpose of street widening and construction of street improvements in exchange for the City constructing certain improvements on the private property (driveway, block wall, tubular steel gates, and related grading).
On February 9, 2021, the City Council awarded a professional services agreement to Huitt-Zollars, Inc. in the amount of $46,500 for design of the 1193 W. Merrill Avenue Widening Project.
On February 8, 2022, the City Council approved the plans and authorized bidding of the project.
