Title
Request City Council to: (1) Award a Construction Contract to Matich Corporation, a California corporation, in the amount of $3,961,071 for the Riverside Avenue Central Reconstruction Project, City Project No. 220804; (2) Delegate Authority to the City Manager to Approve Contract Change Orders in the Cumulative Amount of $400,000; and (3) Authorize the City Manager to Execute all Documents.

BACKGROUND:
On September 14, 2021, the City Council awarded a construction contract for the Riverside Avenue North Reconstruction (SR210 to Foothill Boulevard), Project No. 210807. The project includes complete reconstruction through Full-Depth Reclamation (FDR) to provide a brand-new street. At that time, City Council questioned why all segments of Riverside Avenue were not programmed for reconstruction, and as a condition of the award of the construction contract for the Riverside Avenue North Reconstruction project, directed Staff to immediately program a project to reconstruct the segment of Riverside Avenue from the Metrolink tracks south to San Bernardino Avenue.
As part of that action, the City Council delegated authority to the City Manager to enter into a design contract with Advanced Civil Technologies (ACT), the design consultant preparing plans, specifications and estimates (PSE) for the Riverside Avenue reconstruction projects.
On October 26, 2021, the City Council received a presentation on the General Fund Ending Fiscal Year 2020-2021 financial report and using carry-over funds approved amending the Fiscal Year 2021/2022 General Fund budget to appropriate $10 million for additional street paving repairs, with $6 million programmed for the Riverside Avenue Central Reconstruction (Metrolink Tracks to San Bernardino Avenue), Project 220804 (the "Project").
