Request City Council to: (1) Award a Professional Services Agreements with GEI Consultants, Inc. and Terracon Consultants Inc. for On-Call Environmental Services, and (2) Authorize the City Manager to Execute All Documents.

BACKGROUND
The City solicits services of professional environmental firms, on an on-call basis, to provide consulting services for various capital improvement projects, encroachment permit/utility construction, and on-site and off-site improvements associated with private land development projects.
ANALYSIS/DISCUSSION
On February 22, 2022, the City released Request for Proposals (RFP) No. 22-050 for "On-Call" Environmental Services on PlanetBids.com and the City's website. The RFQ scope of services included but were not limited to planning and cost estimating, preparation and completion construction documents for various capital improvement projects and off-site private land development projects, and right of way acquisition services. The RFQ was written to ensure that the selected firms demonstrated successful experience and capacity to provide services to municipal government agencies similar to the City of Rialto.
On March 31, 2022, the City received ten (10) proposals from the following firms, listed in alphabetical order:

5. Hoyt & Associates Consulting and Services Inc.
6. Leighton Consulting, Inc.
7. LSA Associates, Inc.

10. The Converse Professional Group
The City assembled an evaluation panel that included the following City staff and staff from the County of San Bernardino:
