Request City Council (1) Conduct a Public Hearing to solicit public comments from interested citizens; (2) Consider and Adopt Resolution No. 8206 approving the Fiscal Year 2024-2025 Annual Action Plan (AAP) Authorizing the City Manager or designee to submit the AAP to the U.S. Department of Housing and Urban Development (HUD); and (3) Authorize the City Manager or designee to take all actions necessary to implement the programs identified in the AAP.

RECOMMENDATION
Request City Council to:
1. Conduct a Public Hearing and solicit public comments from interested citizens; and
2. Adopt a resolution approving the Fiscal Year 2024-2025 Annual Action Plan (AAP) authoring the City Manager to submit the AAP to the U.S. Department of Housing and Urban Development (HUD); and
3. Authorize the City Manager to take all necessary actions to implement the programs identified in the AAP.
BACKGROUND
As a recipient of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD, the City is required to prepare a One-Year Action Plan (2024-2025) (Attachment 1) for review and consideration by the City Council.
The Action Plan will appropriate CDBG funds to specific programs and projects for the 2024-2025 Fiscal Year (FY). The City expects to receive $1,200,000 in federal CDBG funds. In addition, the City has a total of $325,156.56 of prior year funds that remained from projects and/or activities that were completed and closed out. As a result, the City has a projected total of $1,525,156.56 in CDBG funds available to commit to eligible projects.
