Request City Council to Adopt Resolution No. 7224 approving a Memorandum of Understanding (MOU) between the City of Rialto and the Kiwanis Club of East Rialto providing Kiwanis Club meetings and Bingo presentations served out of the Grace Vargas Senior Center and Waiving Rental Fees.

BACKGROUND:
The Kiwanis Club of East Rialto has been serving the Rialto Community for more than 50 years. As an organization, the Kiwanis Club is an international, coeducational service club founded in 1915 in Detroit, Michigan. The Club can be found in more than 80 nations and geographic areas. The organizational mission is to come together, united in a desire to serve children. The Kiwanis of East Rialto fundraises annually and is currently providing Bingo presentations once a week on Fridays inside the Grace Vargas Senior Center. The City would like to continue the Kiwanis use of the facility with a Memorandum of Understanding (MOU).

ANALYSIS/DISCUSSION:
The Kiwanis Club of East Rialto is conducting Bingo as a fundraiser. The purpose of providing an MOU is to confirm approval of the terms governing the acceptance and the use of the City's facility. The Grace Vargas Senior Center offers a supportive environment for Bingo. The approval of an MOU will allow the Kiwanis Club of East Rialto the continued use of the Berglund Room to conduct Bingo Fundraising on Fridays at specified times during normal business hours of the Grace Vargas Senior Center. The term of the MOU is to be for three years, with facility usage rules, regulations, and obligations by the club.
