BACKGROUND:
The California Legislature recently passed, and Governor Edmond G. Brown Jr. signed into law, Senate Bill 1 (SB1) - The Road Repair and Accountability Act of 2017, a transportation funding bill that will provide a reliable source of funds to maintain and integrate the State's multi-modal transportation system. SB 1 funding nearly doubles the resources available in the 2017 Active Transportation Program (ATP), including an additional $40 million to support projects in the Southern California Association of Governments (SCAG) regional program. The award letter is included as Attachment 4.

In the late 1980's, the City developed a bike path along the west side of Cactus Avenue between Rialto Avenue and Baseline Road. City staff worked with San Bernardino County Flood Control District (SBCFCD) to acquire a Common Use Agreement for a bicycle pathway. The initial work included an asphalt concrete path constructed along the route.

In 2010, the City contracted with Architerra Design Group to prepare conceptual plans for the development of Cactus Trail Conceptual Plans.
