Request City Council to Authorize the Release of Request for Bids No. 18-089 for the Randall Avenue Widening Improvements Project, City Project No. 140809

BACKGROUND:
This project widens Randall Avenue to meet the City's standard for a Secondary Arterial. The Randall Avenue Widening Improvements include pavement and striping to include a painted median, one standard travel lane in each direction along with 6-foot wide bike lanes, 8-foot wide parking areas, and sidewalks on both sides. The proposed improvements also include the addition of turn lanes at the Cactus Avenue, Bloomington Avenue, Lilac Avenue, and Riverside Avenue intersections. The project also includes improvements to the six-legged intersection of Randall Avenue, Bloomington Avenue and Lilac Avenue for improved visibility and upgrades to comply with current standards, in conformance with the Americans with Disabilities Act (ADA) and the California Manual on Uniform Traffic Control Devices (CA MUTCD) requirements. The project also includes drainage system modifications to minimize impacts to adjoining properties.

ANALYSIS/DISCUSSION:
Staff has coordinated with design consultants to complete the construction documents, including plans and specifications for the widening of Randall Avenue between Cactus Avenue and Riverside Avenue. Staff is requesting authorization to advertise the project for bidding. Staff will advertise the project on Planet Bids, in the San Bernardino County Sun newspaper, post it on the City's website and submit it to various plan rooms.

The construction drawings and contract specifications for the project are identified as Request for Bids (RFB) No. 18-089. The following is the tentative schedule for the bid process:
