BACKGROUND:
On July 28, 2015, the City Council adopted Resolution No. 6789 establishing a policy that requires City Council approval of all out-of-state travel and training requests for City staff where the total costs exceed $3,000. To comply with this policy, staff requests the City Council's approval for Lieutenant Dean Hardin to attend the SMIP program in Boston, Massachusetts on July 8 - July 26, 2018.

The SMIP (Senior Management Institute for Police), is a program of the Police Executive Research Forum which was founded in 1976 as a nonprofit organization. The Police Executive Research Forum (PERF) is a policy and research organization and a provider of management services, and executive-level education to support law enforcement agencies. PERF provides the type of training that helps to improve the delivery of police services through the exercise of strong National leadership; public debate of police and criminal justice issues; and research and policy development.
ANALYSIS/DISCUSSION:
The SMIP (Senior Management Institute for Police) program is one of the Nation's top law enforcement management courses and is highly desired and recommended under the Chief's development and succession planning of Executive Command Staff members.
