Request City Council to Approve a Professional Services Agreement with Community Works Design Group in the Amount of $32,230 for Design of the Community Center Basketball Court Resurface Project, City Project No. CB1901.

Body
BACKGROUND:
The City of Rialto currently operates the Rialto Community Center located at 214 N. Palm Avenue. The facility has recently received exterior painting improvements with the Facility Painting Project (No. CB1501), perimeter-fencing improvements with the Community Center Fence Project (No. CB1601), and the Community Center ADA Improvements Project (No. 150305) is currently under construction. Phase I of the Interior Building Improvements Project No. CB1804 is in the final stages of the design phase.

ANALYSIS/DISCUSSION:
The 2018-2019 Community Development Block Grant General Amendment approved funding of proposed improvements for the Johnson Center Outdoor Basketball Court Rehabilitation Project. The scope of the project includes resurfacing of the basketball courts, replacing backboards and nets as necessary, adding seating, and providing a new shade structure for the added seating. As part of the overall renovation of the Johnson Center, the rehabilitation of the basketball courts coincides with painting of the facility, the fence improvements, and the renovation work on the buildings.

The City requested proposals for design services from four known qualified consultants that had previously been short-listed for similar services and/or are currently working for the City in a similar capacity. The City received three proposals for the requested design services required for the Community Center Basketball Resurface Project (No. CB1901) from the following consulting firms:
