Request City Council approve the Professional Services Agreement with West Yost Associates to Provide Technical and Engineering Consulting Services for Rialto Utility Authority and Utilities Division in the Amount of $1,520,000.

BACKGROUND:
On August 11, 2009, the City Council entered into an agreement with the firm of SAIC to value the water and wastewater systems in preparation of entering into the Concession Agreement for the provision of water and wastewater operation services to the City of Rialto's utility customers.
The consulting team selected was led by Stephen Dopudja. Mr. Dopudja is a Licensed Professional Engineer with over 28 years of experience managing water resources projects, including residential land development, planning and computer modeling of water and sewer systems, design and construction of water resource facilities such as pump stations, reservoirs and pipe lines. He is also experienced in a variety of project delivery methods including design-build, traditional design-bid-build and public-private partnerships. These skills have served the City well as we moved through the unique challenges presented through the Concession Agreement.
In 2013, SAIC split into two divisions, SAIC and LEIDOS. On October 8, 2013, City Council approved a 5-Year Professional Services Agreement (PSA) with LEIDOS Engineering, LLC for administrative oversight and professional engineering support services associated with the Concession Agreement utilizing the same consulting team. In 2014, Mr. Dopudja and the team members went to work for West Yost Associates. West Yost Associates was founded in 1990, focusing on exclusively on water, wastewater, recycled water, groundwater and stormwater.
