Request City Council to Award an Annual Purchase Order to San Bernardino County Sheriff's Department in the Amount of $23,042.00 for California Law Enforcement Telecommunications Systems (CLETS) Maintenance and Support Services for FY2019/20.

BACKGROUND:
The Rialto Police Department like all California Law Enforcement Agencies, utilize the CLETS database for a variety of law enforcement functions. CLETS is a vital database for the effectiveness of agencies to conduct essential investigations and operations.

ANALYSIS/DISCUSSION:
The Rialto Police Department utilizes the CLETS database via a portal through the San Bernardino County Sheriff's Department. CLETS is used by law enforcement and criminal justice agencies to query and update various databases such as: stolen vehicles, SVS, guns, property, Sherriff Automated Warrants, California Name Index, Sheriff Jail Management System and missing persons. This system also gives these agencies the ability to send and receive point to point administrative messages to other law enforcement agencies throughout the United States on wanted subjects, and state and national security information.

Each city agency throughout the state has the ability to access CLETS through their county portal. In San Bernardino County the portal is retained through the San Bernardino Sheriff's Department. To access this portal there are costs associated with access as well as maintenance fees for data transfer and collection. With the San Bernardino County Sheriff's being the only provider in county for CLETS access, on June 24, 2014 Council recognized this vendor as a sole source provider pursuant to Rialto Municipal Code (RMC) 2.48.060.
