BACKGROUND:
The Public Works Department has been working with the Las Colinas community to address the residents' concerns about excessive speeds, truck traffic, and traffic cutting through the northern part of the City along the Casa Grande Drive Corridor between Alder Avenue and the roadway terminus at Mango Avenue in this residential neighborhood. The proposed project is consistent with guiding principles of comprehensive Neighborhood Traffic Management practices, which uses physical design to improve safety for motorists, pedestrians and cyclists. Numerous community meetings were held at the Fire Station located on Alder Avenue at Sunrise Drive to brainstorm traffic calming possibilities and discuss the neighborhood concerns regarding speeding and truck intrusions into the neighborhood. City staff worked closely with the consultant hired by Target Management to develop a number of potential traffic control measures that could be implemented along Casa Grande Drive. City Staff reviewed the traffic operation along the roadway segments and adjacent streets and recommended the traffic calming plan based on the following conclusions:

1. Target employees vehicles were observed intruding into the neighborhood.
2. Vehicles were observed exceeding the posted speed limit.
3. Lost truck delivery drivers were found using Casa Grande Drive for deliveries.
