Title
Request City Council to Approve the Purchase of Two (2) Wanco Portable Light Towers with Tri-Star Safety Services Inc. for the Police Department, in the Amount of $18,744.62.

BACKGROUND
On September 10, 2019 City Council approved the FY 2019-2020 California Office of Traffic Safety (OTS) Selected Traffic Enforcement Grant Program (STEP) #PT20114 in the amount of $234,000. Included in this OTS grant is an awarded amount for "Equipment" not to exceed $20,000 for the purchase of two (2) Wanco portable light towers.

ANALYSIS/DISCUSSION
Funds provided by the aforementioned OTS grant will be utilized to purchase two (2) Wanco portable light towers to meet the grant reporting requirements. The two (2) Wanco portable light towers will be used at DUI checkpoints and at the scenes of investigations where illumination is necessary during low light or darkness hours.

On December 10, 2019 the bid process was closed. A total of three hundred twenty-five (325) requests for proposals (RFP's) were sent out for this project with nine (9) with the desired specifications being received by the due date.
Pursuant to Section 2.48.110, subsections B, C, D and E of the Rialto Municipal Code, Staff recommends approval of the bid through Tri-Star Safety Services. Tri-Star Safety Services Inc. is able to provide the required two (2) Wanco portable light towers at the lowest price.
Prices are shown in the table below and the bid abstract is attached.

ENVIRONMENTAL IMPACT
