BACKGROUND
The Rialto Police Department (RPD) received funding in the amount of $27,496.00 from the FY 2017 Homeland Security Grant Program to purchase safety equipment, specifically Active Shooter Vest Kits for police officers who respond to an active shooter event.

ANALYSIS/DISCUSSION
At times, suspects involved in an active shooter event utilize high caliber ammunition to defeat the soft body armor of first responding law enforcement personnel. Traditional bullet resistant vests deployed by front line personnel are not designed to stop high caliber ammunition from penetrating the vest and severely injuring the wearer. Bulky, heavy armor, typically worn by SWAT team members are not practical, and not cost effective to deploy on non-SWAT team members. Rapid deployment vests provide an advanced level of threat protection to vital organs which the soft body armor cannot. This advanced level of threat protection consists of the ability to stop a multitude of rounds including and up to the 7.62mm, 147 grain full metal jacket round; a round that will easily penetrate a police officer's soft body armor.

The police department purchased sixty-two (62) Active Shooter Vest Kits by way of the FY15 Homeland Security Grant. The FY17 Homeland Security Grant was authored to outfit the remaining sworn personnel with active shooter kits and the grant was accepted by City Council on January 23, 2018.
