Request City Council to Approve the Purchase of a Havis Prisoner insert to be placed within a Ford Transport Van. The Van will be Outfitted by 10-08 Retrofit, Inc. for the Amount of $26,404.66.

BACKGROUND
In December 10, 2019, Council approved the purchase of a Ford Transit transport van from Fairview Ford for use by jail operations. This particular van requires a prisoner insert for the transporting of inmates in a secure and safe manner. Havis inserts are the leading provider of prisoner van inserts for Law Enforcement.
ANALYSIS/DISCUSSION
The Rialto Police Department utilizes many tools in their efforts to provide safety and security to our community. The utilization of the prisoner transport minimizes employee time making multiple trips to county jails and medical facilities, while providing a safe and secure method of transporting detainees.
Havis Prisoner Transport Inserts are built specifically to protect and assist officers while loading, transporting, and unloading prisoners. With a dedicated prisoner transport vehicle, the department will maintain patrol resources in the field and available for emergency response.
Havis Prisoner Transport Inserts are constructed to be removable and reusable, outliving the service life of most vehicles.
10-08 Retrofit Inc. has been recognized by the City as a Sole Source company due to their experience with the configuration of Rialto Police Department vehicles. By continuing to utilize 10-08 Retrofit Inc. for the outfitting of the department's vehicle, it ensures consistency of configuration and provides increased officer safety because the vehicle will be identical to prior builds.
